In the context of monitoring the compliance of the International Action Plan of Madrid and the Brasilia Declaration on Ageing, representatives of social and senior organizations, networks, NGOs, religious and academical institutions of civil society of Latin America and the Caribbean, met in the town of Tres Ríos, in the canton La Unión, Costa Rica, and, after the analysis and discussion about the current situation of the elder population of the region and the great challenge that ageing supposes, they wrote the Tres Ríos Declaration.

More than 150 representatives from European Commission member countries in Latin America and the Caribbean (ECLAC) passed, in Costa Rica, the San José Charter on the rights of the elderly of the region.
The document is the final result of the Third Regional Intergovernmental Conference on Ageing in Latin America and the Caribbean that was held from May 8th to 11th at the capital of Costa Rica, organized by the government of that country and the ECLAC.
In the San José Charter, governmental representatives reaffirmed their commitment expressed at the Brasilia Declaration to work on the eradication of every way of discrimination and violence and to create safety nets for elderly to exercise their rights.

The decrease of child population and the increase of older population force compels to reconfigure the way in which State, family and market provide welfare and the ability of the inhabitants of Latin America and the Caribbean, according to a research reported by ECLAC.
The document "Ageing, Solidarity and Social Protection: time to move towards equality" analyzes future perspectives of population ageing and their inclusion in the public agenda, from the development proposal promoted by ECLAC, called "Equality time".
