Recommendations and opinions of the European Commission and the European Council
Albeit the Recommendations and Opinions of the European Commission and the European Council are not legally binding in the Community secondary legislation, they contain calls to observe behaviour and establish official positions on the need of regulation and offer of lifelong learning. We underscore some of the most relevant Memorandums, Recommendations and Resolutions thereon. All documents are in Spanish.

Resolutions and reports of the European Commission and the European Council
European Year for Lifelong Education and Learning, 1996, where the Council adopted conclusions about the lifelong learning policy.
Lisbon European Council, March 2000, where the aim of achieving a more dynamic world economy based in knowledge was established, including key elements such as the development of lifelong education and learning for everyone.
Feira European Council, June 2000, where all Member States, the European Council and the Commission were invited to define coherent strategies and practical measures to promote lifelong learning and make it accesible to everyone. In this Council, the need of promoting the involvement of social partners and taking full advantage of the public and private funding methods was reiterated.
